I believe it was also said we will only be able to get those tomes when Omega arrives, so not sure if the gear is present yet?

Each Expert Dungeons gives 80 Stones + 40 Bonus Stones
The Feast gives 20 Stones, The Front Line give 50 Stones
Expert Roulette is worth another 80 Stones,
50/60 Roulette gives 120 Stones, Trials 60 Stones and PvP Roulette 50 Stones.

Cost for Equip (Ilvl 310):
Weapon: 500
Body/Legs: 410
Head/Hands/Feet: 245
Belt/Right side: 180

Does the MSQ need to be completed before one can purchase the 310 gear?

Yes, the NPC won't show until you finish the MSQ mission: Stormblood.
