World Transfer?

Hello! I am trying to transfer my character to get a hold of those incentives, but when I try to, it tells me I cannot because I own an apartment. However, the incentives page tells me to not vacate the apartment, or I won't be able to get the 500k gil back. Am I doing something wrong?

The incentives only apply when transferring from a congested world to a preferred world, or when transferring to a new world from any world. (Or when creating a new character on a preferred or new world.)
Marlboro is not a congested world, and Mateus is not a new world, i.e. the incentives do not apply to that transfer.
