Japanese community was prepared for issues like this before the launch of stormblood, people go stand in a line from the bridge to raubahn and wait patiently untill it's their turn.
People really need to work together to complete this quest during early access phase. I have a video example of this:

im not idolizing the jp community, i just show how it is fixed on japanese servers, it will take 30 minutes of your time and then you can complete it.
but offcourse manny people say its SE's fault and they will need to wait for days because people just refuse to wait 30 minutes.
