Stuck on 'Unease at East End'

I have a quick question for everyone who has finished the new WHM lvl 60 quest. My husband is trying to do it right now and he was able to pick it up from Raya-O without a problem but now can't figure out what he is supposed to do. He says it sent him to the spire in the East Shroud to talk to someone and enter what I assume will be a solo scenario. But when he got the the spire there was no one around that he could talk to for the quest. Is he in the right spot? Is there some kind of glitch?

Any help would be appreciated. ^_^
