Lock on not working properly while holding L2/R2 buttons

Steps:
1. When using a controller(on pc or ps4), target an enemy or an NPC
2. Lock onto that enemy/NPC using the left thumb stick
3. Hold a trigger button (can be left trigger or right trigger) and then press the left thumb stick once more to cancel lock on. Lock on will not cancel.
4. You can test this the opposite way by holding one of the trigger buttons and attempting to lock onto something with the left thumb stick.

The issue is present on ps4 and PC using a ps4 or an xbox one controller
