question about MCH skills

so i am reading about the kills list on reddit and i just realized something..

are these the same skills? i am a bit confused lol...

It's worth noting that the datamine is listing both the PvP and PvE potency/effects for skills separately.

It's anyone's guess as to which is which in this case, though.
