Are there other ways to get/buy new recipes or is lvling up the only way?

How do I get any "blue" item recipes?

Yes and no. You get recipes as you level. At level 50 and 60, you can buy the expert/end game recipes. The blue item recipe books come from making collectables and turning them into Rowena. You should get the first collectable opening quest at 55, I think. For the level 50 recipe books, you have to craft specific things to turn in for them. That's in Mor.

The Collectibles quest is level 50 or 51, I forget which. Level 56 is when you can start getting Blue Scrip, before that Collectibles are merely for gil/exp.

Most recipes you get through leveling progression.

Once you hit level 50, you can accept the quest to begin crafting Collectibles. Not only is this a good way to get experience (albeit, not as good as leves), but once you hit level 56, you can start crafting collectibles to exchange for Blue Scrips. With Blue Scrips, you can buy Master III and Master IV tomes from the Scrip Exchange vendors in Mor Dhona and Idyllshire. Master III books are 360 blue scrips each and Master IV books are 720 blue scrips each. Most of the "blue" items you see are from these two books. However, you have to meet the craftsmanship and control requirements for each (requirements are listed under the recipe when you view it in your Crafting Log).

In addition, there are also Master I and Master II recipe books (and Demimateria recipe books) that you can exchange for crafted items (or Demimateria) from Talan in Mor Dhona. The Master I books and Demimateria recipe books are easy to get, but the crafted items needed for the Master II books are quite a jump in crafting difficulty compared to other level 50 recipes. Some of these books also have "blue" items you can make (mostly crafted primal weapons that are usually used for glamour).
