Did you have the weapon equipped for the dungeon? While not all quests on Heavensward relic questline require you to, some do. I can't remember if this one did, but it should state so in your quest objectives.
You received Volume 1 from your leveling roulette. You must complete a second for volume 2 and a third for volume 3 to complete the quest (three leveling roulettes in total).
