Cut-scene voice overs distorted since 3.1 - Third attempt at reporting

Any main scenario cut-scene involving voice acting after patch 3.1 is distorted. The voices are very feint and all have a very metallic sound to them, or as if they are talking under water. You have to strain to hear them and can be construed as ambient noise. If there is music playing during the cut-scene you can't hear the voices at all. This includes all of the narrative cut-scenes as well(i.e. Ser Aymeric getting ambushed in the street of Foundation). The voice acting in combat however is still working properly. This issue has been on going since 3.1 patch and I submitted a few bug reports then as well. This time I spoke with somebody at support in a live chat and they advised that I leave a post on the forum. This is the second time I have spoken in chat support and they advised I leave another post on the forum.
