What's with the extended restrictions on levi?

Just got access to my old account, after playing on my new one for a while. Trying to get a transfer to leviathan from diablo's but Character restrictions have been going on for 2-3 days straight now for Leviathan. Yes I've checked like 10 times per hour during the less busy times of the day. I'm awake from 3pm to 8am CST. I understand trying to balance out populations but I haven't seen a restriction last this long for a while. Btw I'm not talking about the character in my avatar, obviously its already on levi.
