I have NEVER had this situation before and did heaps of leves with crafting and battle etc with other chars.
Now I have this rogue I am levelling and I do like two leves and it tells me I have reached my 'allowance' - sometimes it says 24 hours, sometimes 2 hour.
I am doing it in level 26 and the leve is for 25. I am getting rather sick of this. There are not really that many quests to do and I there is only one dungeon a day. So there is virtually no way for me to get any points in any way but running around and doing hunting quests or these 2 leves they ALLOW me.
That will take me forever to get to level 30 to get the Ninja which I aim for
But the game is really making me angry now, It is hard to get the scheduled groups takes forever (with my high chars) and with this new char I am suddenly living a "dictatorship".
I think actually it is a bug or a new thing one of the producers (whilst bored) came up with! maybe dad did not give him his pocket money this week!

The community seem to prefer using Palace of the Dead for leveling now which gives fast gains and doesn't have composition req for the queue so you don't need to wait long for tank/heal to join party like you would with regular dungeons. Unlock it from New Gridania from Lv17 and up.
Sidebar: would be nice if levequests could regenerate the allowance faster or have no allowance any more, just uncap. Would only need to adjust the exp gains from DoH leves if it was uncapped. The battle ones still wouldn't be competitive with other exp methods if you could do unlimited. -

So, let's break down this complaint.
You won't do dungeon runs because it "takes forever" to wait for queue to pop.
You instead want to be able to do more battle leves, which are widely known for poor exp rewards.
One way or another you're wasting time there, and probably wasting more of it on leves. You could be in and out of a dungeon long before the leves get you an equivalent amount of experience. -

Queues do not take "forever" to do, they take less than 5 minutes at even 4am on a weekday in the US. While the leveling roulette only gives an extra bonus once per day there is nothing stopping you from running dungeons without using the roulette.
Running the highest-level dungeon available to you should give decent XP even without roulette bonus.
There are also FATEs and Palace of the Dead as other options for leveling. In short there is plenty of CHOICE. -
