So, I've been hearing conflicting stories on this fish. The part I DO know is true is that you need cloudy or fog ---> to heat wave. But I'm being told conflicting stories in regards to whether or not you need to fish it at 8am-8pm ET, or it doesn't require a time frame.
The weather pattern needed is bad enough, but if it is indeed combined with that specific time frame only then this is one of the worst fish in this game I've ever had the displeasure of attempting to catch.

yes you need both the weather transition window and the appropriate time frame. Sometimes you may have to wait upwards of days/week to get the stars to align.

Just an update! After three windows (including one 44 hour wait for one of them), I finally managed to snag a Helicoprion! HQ at that! With it being the last fish I needed for Feast of Famine, I was finally able to turn in the quest and get my DEFINITELY earned new title.
Here's hoping they add a new legends quest in Stormblood! And hopefully not one with such stupid and stringent catch requirements. -
