Unable to reliquish a house due to "a character in the way"

Time: 04.8.2016
Frequency: Every time I try to remove the estate hall.
World name: Faerie
Character name: Seraphina Lyropei/Azariah Oyakirie
Area and coordinates: Lavender Beds ward 9, plot 6
Steps:
1. I was trying to relinquish my FC housing plot on an alt that I made the FC owner temporarily, and I have to remove the Estate Hall from it first. All the furnishing inside and outside are removed and no one has been inside of the house, on the plot or near it.

2. I get this error:"Unable to renovate. A character is in the way"

3. There are no characters standing on the plot itself, fence, around the plot and no one is inside. I have tried on my alt, then my main, over the past few hours, and have even logged out before logging back in with no change.

Please help.
