BLM Buffs not Activating Properly

BLM Skills (specifically, Ley Lines and Enochian) did not put buff on me when I activated the skill.
(Sorry for the previous thread with lack of info. I forgot ;; )

Steps:
Enochian:
I was fighting Weeping City's First boss Arachne Eve.
Enochian has been functioning normally throughout the fight.
Around the end of the fight, I clicked the skill for Enochian, and saw my character do the animation so I proceeded to use Fire IV, which did not start a cast at all.
I looked down at the buff list and I did not see Enochian-buff, yet, Enochian skill was on cool-down.

Ley Lines:
We just got into Ramuh EX unsynced with a full party.
I was starting to go through my starting-rotation for BLM.
Except Ley Lines animation went off, but no Ley Lines were laid down.
I did see a brief outline of the Ley Lines magic circle appear, but once I looked down at the buff list, I did not see Ley Lines.
Yet, Ley Lines skill was on cool down.
