They're aware of an issue, but, and I'm no law expert, I think it's got something to do with the cashing out process. If there is a cashing process, with which players can then turn in their chips, for this example chips being gil in to real currency, then I think it would be a breach of law. However because everything is in game where players cannot receive capital gains, it bypasses any gambling law.
Like I said, I'm no expert. I agree with your concern of "if they get a flavour for it".
Also I'd find it hard to believe that FFXIV is anywhere close to the main contributors of your concern. Remember the CS:GO Debacle.
Gambling is a very complicated area of law & I've always recommended against any player run gambling. A completely in game random number system, for example the person guessing closest to the next /random gets a crafted minion, is likely to be okay *provided* it's only open to, say a FC or Linkshell. If it's open to all then it gets into dodgy territory. It also mustn't involve *anything* that is from the cash shop or bought using real world money.
TLDR - It's something to be avoided if you are unlicensed & unwilling to face potential prosecution.
Player run casinos aside, there is already in game gambling at The Gold Saucer. Mini / Jumbo Cactpot, and Triple Triad in particular.
Anyway, if people are dumb enough to get addicted to gambling in real life just because they saw it in game then, I'd be more worried about what else they'll copy... we do a lot in this game that wouldn't be legal in reality.
I know little on the laws, but isn't it only an issue if real money is involved? In FF14, the "gambling" is made solely through virtual currency.

Actually that's the grey area because there's rules about things like people under 18 being encouraged or involved in gambling, regardless of no money being involved. You're also supposed to pay towards helping those with gambling problems deal with them & provide links to help groups etc. Like I say, so complicated it's not worth it.
Completely moot point. SE is a huge company with top level legal advice that would have ensured that all the relevant legislation was followed. If you notice there's certain things that are missing from the Gold Saucer as they were deemed to fall foul of the law, similarly certain jurisdictions don't have the GS at all.
The argument about "we do it in game but it'd be illegal in reality" is also open to conjecture. If a game is full of realistic gore, rape, drug taking, sex etc then it could well be banned despite it not being "real". Everything has to be considered & the effects on the more vulnerable clients are often judged paramount.
This has been a thing for over a decade in XI too. It's not illegal and if it bothers you just /blist the person doing the /sh and move along with your day.
You spend your entire time in this game killing people and in the case of beast tribes practically carrying out genocide. So is a lil bit of gambling really that bad?
SE does not do anything against real players. They ban gil advertisers but not buyers, go to ephemeral locations you will see gathering bots they don't ban them, they don't do anything to those who steal fc chest item or such either. Of course they won't do anything against player casinos, hoping for otherwise would be naive.
Are people dumb for trying to win in gambling? yes, they are house always wins. Are people dumb to not even look at the odds as mentioned guys had about %15 win ratio the last time i saw? yes sir, they are and they will be abused with authority doing nothing about it.
