From what i can see this says its from Master Weaver II. but i've got Master Weaver I-III and can't find it so i'm really confused :(
I know i can buy them from a vendor but wanting to be able to craft it
Does anyone know where it is?

That recipe should be in this recipe book, bought with Fieldcraft and Battlecraft Demimateria I

Going be the recipe it's in the Weaver Demimateria masterbook. (Separate book from I - IV.) There's a shop in Mor Dhona specializing in those books.
the mat cost doesnt justify the price. Vendor is way cheaper
