Cross-Alliance Commendations

At this risk of this having been mentioned before, there's one QOL enhancement I'd like to see over any other: the ability to give commendations to players in other alliances while in 24-man content.

On many of the occasions I've run through Weeping City of Mhach or Dun Scaith, there has been someone willing to explain fight mechanics to new folks and to answer any questions they may have about the content. Not only does it help the raid run smoother, but it puts to bed most concerns about seeing the new player bonus message in new-ish content.
