Did SE say anything about when they will let us buy the Zurvan bird for 99 tokens? I know they won't do it this soon,since it's still kinda recent, and the drop rate has gone up a bit, but farming it is pretty frustrating, since I hardly see it drop at all, even though I'm gonna get 99 tokens before that time comes in case I don't get the drop. Haven't heard them say anything about that in Pax or before that.
You answered your own question as to when. And no, they have not mentioned it, likely because its clear it will come in its own due time.

It probably won't be until the very last patch before Stormblood.
i'm hoping 3.56. if not then - there will be prob be a minor patch with QoL improvements before 4.0 releases - prob a 3.58 patch.
