Little Ladies Day Quest

In the new event; The quest: Birdwatching Gone Wrong;
The NPC, Royal Seneschal, keeps on disappearing when I get close.
When I talk to him from a bit away it goes into cutscene but immediately goes out and doesn't progress the quest.

I've tried to abandon the quest to re-do it but it doesn't help.

What can I do to try and fix this?
I've tried playing around with the settings in-game to no avail.

Changing to Directx 11 in the launcher fixed it all for me.
