How will Shirogane work for new players?

Will only players with Stormblood installed + access to Doma/whatever (MSQ completion) be able to get to Shirogane?

If a free company moves, but has members that aren't caught up with the story, does that basically mean that they can't access the house anymore? Even if they have rooms?

It seems bizarre to me that someone may have a room who has completed 2.0 that suddenly can't access it once the company moves. Or that a new player who gets invited to the FC has to wade through a lot of story just to even see the house.

Seems kinda harsh?

We don't know and this question is in just about every thread regarding the new housing content. We'll have to wait for clarification or find out on our own if none is given. :(

(edit: Sorry that first bit comes across as harsh, it was meant more in a "a lot of people want to know" kind of way.)
