Updating after first install not working

My friend just go the game and he installed it through steam where he bought it. He has registered the game on all the ffxiv sites that are required. Has his 30 days of subscription. All the things required. When he goes to update it for the first time he gets these errors every time so he cant update at all.
He has tried port forwarding:
UDP
55296-55551
TCP
80, 8080, 443, 55296-55551

Tried deleting the patch folders restarting and retrying the update.
Tried reinstalling the game.

So any ideas?
