Unable to continue Dark Knight Questline

I sent email for support on this and they referred me to this. After doing the very first quest for the Dark Knight storyline, the questgiver Fray completely disappeared. I finished the duty you commence with him by the airship port in Foundation and at the ends it said duty completed and he disappeared. I was in the Pillars and he was completely gone. He is not near the place the quest finish nor at his spot in Foundation where he hands out quests. I hit level 60 with Dark Knight in potd and am unable to use the class now because I cannot get the abilities given via storyline quests. I'm on the PS4 and this has been going on for two weeks. This is the only issue I'm having, never had this issue before.
