I Found That: Botanist V inconsistent counting

Steps:
1. At least two individuals on Goblin have obtained item Blessed Hatchet by completing achievement "I Found That: Botanist V" by collecting every available item EXCEPT the four level 60***. They have personally reviewed their gathering logs and told me they did not gather any of the four 60*** items. They reported they reached the required 230 items only after collecting -all- items except 60***.
2. After collecting every available item except the level 60*** items, the achievement still shows 229/230. Every item in the gathering log except the four 60*** items has a check mark by it, indicating discovery (total of 279 checked items).
3. Other players have noted similar experiences, some completing the achievement with no 60*** items and others still at 229/230 after obtaining the same number of gathered items: cross-reference posts at <http://forum.square-enix.com/ffxiv/threads/317761-I-Found-That-Botanist-V-Is-this-intended> and toward the end of <http://forum.square-enix.com/ffxiv/threads/315091-blessed-pickaxe-impossible-to-get/page4>.
4. Whether the achievement intended to require zero 60*** items or a single 60*** item (I assume the former, based on obtaining the blessed pickaxe from "I Found That: Miner V" by collecting all items except 60***), it is not working as intended because some are able to complete and others not, despite achieving the same thing.
