Cannot toggle the Battle Effects settings

I have been playing final fantasy XIV for quite some time now, but ever since I started playing, I've noticed that toggling any of the Battle Effect settings on character configuration will have no effect after applying. Show All is permanently enabled, even though show limited or show none are selected after applying.

Windows 10 Pro x64 Build 10.0.14393 (Latest build available for my pc via windows Update)
I have a Nvidia Geforce GT 970 as a graphics device.
I have AMD FX 8320 Eight Core Processor

My computer was custom-built by a third party novice, so, I have no clue as to why the system won't update to a later build, can support it, but not find it. I have no internet issues as of right now.

Update: I'm still having the same problem...
