Keybind Issue - Ctrl+1 and Ctrl+2 don't work unless held. (Macbook pro touch bar)

Hey guys, so yea basically the title.

When I try to use ctrl with 1 or 2 for a keybind, it doesn't work unless I hold it down for one full second.

ctrl+ the other numbers work instantly, like they should.

I found this problem on these links as well, but they all had to do with nvidia and don't apply to me as a mac user.

a few other notes:

I'm using a new macbook 15 in touchbar (with sierra).

I only have a few games installed, and i don't have any extra mouse or video card software installed that might interfere.

This problem only happens within ffxiv (not in WoW, for example).

If i press shift+ctrl+1 (with the keybind still set as the original ctrl+1), it works instantly.

I unchecked all the mission control accessibility shortcuts that use ctrl.

any idea what could be the problem? please help!

OK, so i tried a bluetooth keyboard and it still has the problem. it's gotta be a problem with osx sierra or the ffxiv client >.<
