Is impulsive appraisal broken?

maybe a couple of friends and I are just having terrible RNG

but in capping our red scripts today none of us has had a single proc from impulsive appraisal. and it just seems a little weird. we've gone through enough nodes to cap red scrips on 3 people so seems strange that none of us have seen a single proc.

didn't want to put it in technical support because it might just be incredibly unlucky rng but figured i'd at least ask

I think they need to change the ability or lift caps so higher geared people don't need it for anything that has any worth. I do not understand why gathering high end items is purely dependent on luck.

I have lots of problems of impulsive appraisal and i swear it has about 5% success rate, I do not have a 30% average.

That is weird. I noticed I had no procs either when gathering Ephemerals earlier.

seems a few folks in one of my linkshells have also said the same. so it looks like it could be broken.
