Summoner Glamour, where does quest start?

I was looking all over the place to find the quest where you can glamour your Egi but couldn't find it. Anyone know where this starts?

Limsa Lominsa Lower Decks (X:4.7 Y:11.4)
Must complete the quest Primal Burdens first..

Thank you :) Started a new character and she is only 30 :( So no new glamour's for me for awhile lol.
