I think it would be awesome to have the ability to frame and put up a group picture of my FC through a screen shot and have it made into a portrait to hang in the FC house for us to remember glorious moments and just general funnery

maybe even paintable portraits for people to paint their own pictures to hang on the wall skys the limit! ^-^
Screenshot Paintings for Housing were mentioned as a firm "Maybe" at the NA Fanfest when the first 3.5 preview showcased a plethora of new paintings tied to the Sight-Seeing Log that are being implemented.
Portraits similar to the profile pics for squadron members would be nice.
I highly doubt they will implement custom paintings because:
1 (the main big reason): They would need to store on the servers every custom painting picture created by the players, so that would require server resources. (And you know how SE is about its server resources :p)
2: Each time any player enters the house, His game client would have to download the custom painting picture dynamically from the server, as obviously you can't practically have every custom painting created by every players installed on every game client. Eventually the player's game client could cache the pictures as to not have do redownload them, but still not very neet.
However what they could implement Character portrait, either by using a similar method they use on Lodestone/Forum for your character portrait, or by using the same technique used for placing Retainer inside a house, (excepted it will be used to render a flat picture and not a 3D model). But in both cases the picture would not be from a manual screenshot you took but would just be generated from stored or current character appearance data.
Well, considering they said no back during the ARR Beta Test for a similar idea (the use of player custom artwork for FC logos), and the reason given is applicable here as well, I don't see it happening. And that is because of human nature being what it is, someone is guaranteed to think it funny to use an image that is either offensive, harassing or a copyright violation and thus would violate the Terms of Service.
Accordingly SE would have to dedicate development time and resources to screening every piece of art that would be used for such content, resources that could be spent elsewhere. Hence, it is highly unlikely sadly, as much as I would love to be so.
