Steps:

Whenever there is a Damage over time effect on my character after the battle is over, MP does not begin to regen until at least 5 seconds after the DoT wears off.

That's working as intended. Your HP/MP regen state is halted and reset every time you get hurt from anything.

Its the same in any game because you cant rest with bleeding effect :)
