Anyone know what Cutscene/Questline this is from!?

It's at 1:20 in and 1:40 in. I don't recall this cutscene AT. ALL.

My FC mate says it's from the Gilgamesh storyline...but I just don't remember this at all...Can anyone clear this up for me please?

I also found this fanart of what looks like the same NPC, who I thought was just really good fanart of someone's character...

That's from the special quest you get after maxing out all of the ARR Beast Tribes.

you also get his edgy face mask for glam glams

I stand by my original statement.

The mask is the reward for completing the quest line.

I've been wearing that mask ever since I got it ♪

That quest line in particular is hilarious and the final cutscene is worth the effort! Highly recommended.
