Don't pay somebody! Just check the aetherite every now and then. I was casually glancing yesterday, and saw 2 smalls open (also on Exodus). I know a now-inactive FCmate just lost her small in the Mist recently too. If you watch, something will open up.

This. Go to Limsa's Aetheryte plaza and check the residential districts. If there's an open plot you'll see a price in white text instead of a player or free company name. I saw a open plot for a small house not too long ago in the mist for 3.5 million. I just snagged one in the Goblet last week.
