You need to unlock collecting in Ishgard I think.
Follow the quest chain, it unlocks from doing your job quest line. takes you to ishgard eventually a kitty is the one who helps you along the way. After the guild quest you get.
There is either a quest starting in Ishgard (Foundation somewhere, maybe?) or Mor Dhona, that unlocks Collectibles. That is what gets you the Collector's Glove buff, as well as lets you get the other Collectible related moves.
It's in Mor Dhana. You want to talk to the big Roegadyn girl by the stalls.
