L3 is, apparently, an intermediate network between me and the NA data center. I would hope something like ExpressVPN or VyprVPN would help me get around this. Anyone have any experience with any of these? Any other VPNs?

Myself i used ExpressVPN last time i had issues trying to patch the game for example, it did work fairly well.
CyberGhost i did not understand it tbh
