Information about Buddypass?

Okay this might not be the proper time to ask this but, i have a friend in China,
a very good friend i met back in 2005 when i started my first adventuring in
Final Fantasy XI. (we both quit in mid 2010)

And well recently he asked me if he could get my buddypass & still play the game
even though he now lives in china.
(He moved from USA last year back home to china)

But i remember something about SE saying something about china
having diffrent servers or something.
(im sorry i cant really remember the details)

Anywayz, would it still be possible for him to use my "Buddypass" ,
borrow my disc & install the game & play it? :confused:
(obviously if / when the service are back up again)

now i'd like an official answer to this, and not some major discussion about the whole thing ofcourse. :p
I mean i hate to dissapoint my friend by telling him rumors, and not official information.
