I know u can get them before every leve, but what about outside leves. Is there a way to trigger it?

Sort of, but only for crafters and gatherers. Each Grand Company sells manuals for 200 seals each that provide a similar effect for an hour. The crafting one is called the 'Company-issue Engineering Manual', and the gathering one is the 'Company-issue Survival Manual'.
Hello Miyaka ^^. No, you cannot receive the Guardian's Favor buff outside of guildleves. Robert is referring to a manual that you can purchase from each Grand Company Headquarters which grants you a +50% XP boots on all crafting (Engineering Manual) and gathering (Survival Manual) up to a maximum of 4,000-5,000XP extra.
