I noticed this winter style dress when doing the Hildebrand storyline. I love the design personally.
Can we get it added as a glamour sometime? New crafting recipe or from Aquapolis/PotD or something? :D
Different NPC ladies had them different colours too so dyeable seems possible!

Yep, I'd love to see this added as an I guess Weaver recipe. Just looks like it'd work really well. Would it be gender locked to females or usable on both?

YES!! Yes please! Please Yoshi, please make this dress available to players (as well as the hennin, the conical headdress that the noble ladies wear as well). This is probably the only NPC costume I would love for Enki to be able to wear. :)
