Patch download. Error (20511)(25008)(20495) PS4

Hoping I can find some real solution here, I've been scouring all forums to see that there are some kind of solutions that might work for some.

Basically as the title says, we're on ps4 and whenever we hit that 1050mb mark it gives us this error. Doesn't ever go past that.

We've tried, as far as I can tell, everything. Port forwarding, DNS settings, opening NAT, trying different service providers, using a hotspot, using a VPN (cyberghost we tried, didn't work) playing with the router, using a disc instead of the digital launcher, deleted and reinstalled the launcher after each time it gave us the error, tried switching from ethernet to wi-fi mid download, tried installing just ARR first, retried for two days straight to see if it was just up/down times of internet (whatever that means)

Nada. We've been trying since my partner got the game and if possible we'd like to get our $70 worth to get her in the game and playing. Anyone know of any other potential fixes we haven't tried yet? It would be greatly appreciated.

I have the same issue with my PC and it's been going on over a week. i have tried everything from opening ports, adding ports, disabling this and that talking to my ISP trouble shooting with my ISP and so much more and still it will not work.
Im at a complete loss for how to remedy this and ffxiv have done JACK to help me with the problem. But they wanted a survey on how well they handled my issue.

Just un-sub. They clearly have no intention of making a real NON-INTERNET EXPLORER BASED launcher. I'm canceling two accounts if they don't fix it within a week. I'm sick of this game's problems.

I made another post and tech support is a joke. This is a rather old issue and i had it months ago (and lost a sub and a half in the process)
I finally got it to work out of shear luck.
Now having traded in my PS4 for the Pro... low and behold same issue again.
Like Infinity said it may be worthwhile to unsub, they do not care to look into the issue and admit that the launcher is the culprit (not users isp like they so love to blame)

PS: the old thread which a member in the forum offered a possible solution, well looks like they deleted it..

Well i mean kudos to you guys if it does work, but the problem, like OP stated is, cannot download the patch files on PS4.
None seem to believe me when i tell them the issue is the crappy launcher that SE do not even consider to be a issue.
I can guarantee this thread will end up in the resolved just like the other one did.Very bad service SE
Looks like i will loose about another month of sub time, time to leave Eorzia soon i think, even if i will miss friends.

Maero, you need to read the link I posted as I explain it in detail. The problem is your ISP and how it's interacting with files being served up by the patcher. The ONLY way around it outside of calling your ISP is to go through a VPN that uses TCP virtualization. Most free VPN's default to UDP which WILL NOT WORK. You have to configure which ever one you use, specifically for TCP.

hmm i was not aware a VPN program can be used for PS4, i really do not know anything about VPN tbh.
Only thing (well other then a dozen or more things i have tried) was to port forward and i set my PS4 to have a static ip address.
I just downloaded and installed Cyberghost free and have no idea what i am doing, lol
Much of the features seem to be in the Premium edition which is about $75 Canadian.
While i would not wish to shell out that much money (unsubbing may be cheaper) if i know for 100% certain it will work i would be willing to try it.
I just find it rather odd still that up until a few months ago, and again now i have had zero issues with patches.
Their launcher really is outdated

An update: FINALLY got it to patch, and thank you Pyksel as without what you posted i would have never known.
Ended up using ExpressVpn, and while it did fail again at around 4 gigs remaining, i changed location and it worked.
Basically it gives you a recommended location but in my case one it failed i changed it to a location closer to where i live.
They also have a guide up how to set up with PS4.
It is a paid program just an fyi, but i only chose 1 month and will cancel after since outside of patching FF i have no issues ever.

Also not certain if it helps or not but assign a static ip to your console, along with port forwarding
