***an area on the sign or post that states when the stable was last cleaned (using a magicked broom) and more importantly by whom... I think this helps particularly with apartment complexes... residents can see (perhaps rotate) responsibility for incurring the cost associated with keeping the stables cleaned. (aka cost of the broom itself--whether by craft or purchased from an NPC)

I like this idea not because of assigning anyone a shared "responsibility," but because I would like to see who is actively helping to maintain the stable. I would love to show my appreciation for those who keep the stable clean along with me by training their chocobos. Having a list that shows the last 5 people who cleaned would be nice.
Thing is though, the exp rewards for training chocobos via feed is really not worth the time to keep going back every hour to refeed them (even though I don't want to starve the poor chocobos). If the exp gain from feeding people's chocobos was more substantial in exchange for increasing the timers to... say every 3 or 6 hours, I would more than happily train my own and other people's chocobos, since stabling them removes the ability to summon them.
In addition, I would also like the ability to feed my chocobo the training feed straight from my pack while I haven't stabled him (perhaps for a lesser experience gain to keep the benefit to the stables) so that I don't have to feel conflicted towards one or the other.
I think the whole purpose of the stable is an alternate way to get xp for them. Normally you would need to take it into the field and xp grind or weekly task so if anything maybe chocobo specific quest as an option? Mine is maxed out and food was good while I was in dungeons.
