I completed the quest to unlock the savage mode of the new Alex raids from the wondering minsteral but it's not in the duty finder. When I check the quest in journal it says I did but there's no way of accessing it. It's unfortunate because I was really excited to run it.

I meant raid finder, all the other Alex raids are there but not those ones
No, you did not mean raid finder.
There is a difference between raid finder and duty finder. The other Alex raids are in the duty finder,
the current tier (The Creator) is in the raid finder, which is the option below duty finder in the main menu.

Raid Finder was implemented in 3.3 or 3.35.
With 3.4 all Ex Primals after Ravana went from Duty Finder into Raid Finder.
Also The Creator Savage is located in Raid Finder.
There is a difference between going into the Raid tab from Duty Finder and going into the Raid tab from Raid Finder.
You can find Raid Finder in the Main Menu > Duties > Raid Finder
