Issues with Rotating furnishings

So I just got a new FC house and I started placing items.
I can move all the furnishings with no problem but rotating seems to be to much for me because I am unable to do it.

I place the item down.
Click on rotate in the layout mode.
select the item I wish to rotate.
click and hold the circular arrows.
The orange light starts to move around it and my cursor disappears.
I drag/move my mouse and nothing happens......

I have been working at this for 2hrs and I am unable to get this to work.
Am I the only one having this problem? (PC user)

*Fixed*

Going to reporting as a bug I guess.
Have settings set to mouse mode... but if you have a controller plugged in you are unable to rotate with the mouse.
