Maybe once the last part of the Mhach questline is up Diabolos TT card will be made available?
That was true for Ferdiad when the 2nd part of that questline came up -

If he is the final boss of the next Mhachi raid, which will come in either 3.45 or 3.5 not sure which, it should have his card as a drop.
