Downloading errors

I have been trying to download FF14 to my surface book for two weeks now and I kep getting this error
"Unable to download patch files. [30413][25008][20495]"
I have spoken to both tech support on here and tech support with my internet provider and have not been able to figure out what to do. I have tried opening all the ports I was told, turning off my virus and firewall, changing settings in my internet explorer, hard wiring my computer, deleting and re-downloading the game files multiple times, and still no luck. Our other laptop was able to download it but not my new one. I have no idea what else to do and hope someone can help.
