So more people would use Leveling Roulette,
instead choosing the dungeon that will give the most exp.
Or does this feature allready implemented? because I have been hiatus since 3.1

It's always been there. It gives you experience based on your level at the end of the dungeon along with the experience you get from the monsters in the dungeon as a total.
The roulette bonus scales to encourage you to do it once daily. If you mean that you want to receive level-appropriate XP every time you run DR:Leveling, then no, it doesn't work that way.
The roulettes computes how much xp you should get for your level (assuming, you do not get one of the three trials). From this total, it removes the xp that all the mobs of the dungeons reward (killed or not) and this is the bonus at the end. So no need to scale for the mobs xp.
Yes, the bonus is only once a day, then the roulette is useless for 24h. It's weird, but that's how it is.
