Hotbar issues

I play on PC with Windows 10 and xbox 360 wireless controller.

Over the past week or so my hotbars have been cycling through the wrong hotbars when I am trying to switch to a specific one. This causes my casts to be canceled,my character to use jump, or to miss press on the wrong hotbar. I've already disabled hotbar switching in-game. As well as this not being a constant issue. I generally see this occur when I'm doing a8s and trying to make the most out of my gcds. I took in consideration maybe its input delay but ill press the button once while doing nothing and it will go through 2 different bars.

Anyone else encounter this or have a solution?
