Tool tips not showing on PC

This is a small quality of life issue, but if anyone knows how to help it would be greatly appreciated!

In party finder when you hover over the role they are looking for/have it's not showing the tool tip that shows the specific job. In addition to that, in my FC menu when I hover over the other members "Short messages" it won't show the tool tip that shows the whole message.

I feel this is caused by the same issue.

A couple things to add.
-I've set the settings back to default, no change.
-On my PS4 version it works.
