Video stuttering since most recent patch

Has anyone else noticed something like this? My video freezes up for a fraction of a second every second or two and it only started happening since the 3.38 released. The fps counter in system settings doesn't register any kind of drop, so i feel like it's probably not a settings issue (and running a GTX 970, i've never had any trouble), but i don't know where to start, and googling the problem hasn't turned up anything helpful.

Hopefully someone can help, since the problem is getting harder to ignore. I don't remember the last time i felt motion sick playing a video game, but this is doing it.

Im having the same issue my friend, normally my FPS go under 90 or so... but some times it drops to 30 for a few secs and then it comes back to 90.
My card is a AMD R7 200 series, Im looking around in google but I can not find what the issue is.
