Is there a way to have abilities execute on key release rather than key press?

May I ask why?

It's how it's been done in every other MMO I've played and as such is what I'm used to.

It may be helpful to know that there is action queueing. So you can press the ability you want to use about a half second before its cooldown to have it execute the moment it's available.
