I'm sure the quest that unlocks the dungeon is in vesper bay but I cant find it :(
I'm 58 and the only quest left to unlock lvl 50 roulette is wanderer's palace and another dungeon that's linked to it
is there something wrong ?
maybe a bug ?

Allene in Vesper Bay, Western Thanalan (x11,y13), you should get the side quest "Trauma Queen" which unlocks the dungeon. After that you should unlock Wanderers Palace (HM) which is gotten from Bloezoeng in Revenant's Toll, Mor Dhona (x22,y8).
Check your journal for the quest as well, you might have already picked it up in the past.
