Change hotbar(RB) does not function if pressing RT/LT immediately after pressing RB

Changing to the next Cross Hotbar(RB button) does not function if pressing LT/RT immediately after pressing RB, 100% reproducible.

As LT/RT+a face button are typically used immediately after pressing RB in order to perform actions, this bug can occur often. When it occurs it forces the player to press RB a second time to change to the intended Cross Hotbar and be able to perform the original action desired.

Tested on Playstation 4 with 3 different Official Dual Shock 4 Controllers. Tried both plugging in directly to PS4 via USB cable and connecting controller via wireless. Using default controls.


Time: Last tested 12:30AM CDT 7/21/2016. Unsure on which patch it started happening, but seems to have started occuring with a recent patch, sometime between 3.0 and 3.3--never had this problem in 2.0 series of patches.

Steps to reproduce:
1. Press RB
2. Press either LT or RT immediately after RB is pressed and released. If RT/LT is pressed quickly enough, Cross Hotbar will not change.
