All we know is apartment style housing is coming in 3.4 and the moving feature after that (we don't know how much after).
We also don't know if apartment housing is going to be as basic as a FC room, just not tied to a FC or if it'll be something more extravagant.
To the best of my knowledge they haven't confirmed Ishgard housing (ward style like we have now) is on the roadmap at all.
odds are before 4.0. They'd probably want to focus on new areas in 4.0 instead of older areas. They did say ishgard housing is on the map though, and that moving would be implemented at the same time. But that was a while back now.
There was a picture "road map" that showed this but I can't find it.
